The eight Protocol headings under which this firm files its forensic engineering reports.

Each Protocol — R-01 through R-08 — is a stable methodology with named standards, named instruments, a defined deliverable, and a published fee band. Nothing about a Presque Isle PFE report is bespoke. The same scene investigated by a second engineer with the same standards in hand should reach the same finding.

A Presque Isle PFE report is sealed under one of the eight headings below. Choose the heading by the scene, not the verdict. If you are unsure which heading the matter belongs under, call the office line; a principal will route the matter within one business day.

R-01

Electrical fire origin & cause

Fire-origin and cause investigations conducted under NFPA 921 and ASTM E860/E1188/E1492, with electrical-cause hypothesis testing through NEC Article 250, 310, 314, 408. Calibrated arc-mapping, undisturbed conductor sampling, post-fire insulation residue analysis. Deliverable is a sealed PE report admissible at Daubert hearing.

NFPA 921 · ASTM E1188
Instruments
Fluke 1773 · Megger MIT525 · Doble M4100
Deliverable
Sealed report; exhibit retention
Lead time
21–35 days
Fee band
$12,500 – $48,000
R-02

Arc-flash incident reconstruction

Reconstruction of an arc-flash event — preserved PPE, captured fault data, reconstructed incident energy at the documented working distance — under IEEE 1584-2018, NFPA 70E §130, OSHA 29 CFR 1910.269. The firm reads installed labels against calculated incident energy. Working-distance discrepancies are typical findings.

Deliverable
Sealed report + incident-energy calc workbook
Lead time
14–28 days
Fee band
$8,500 – $32,000
R-03

Motor failure root cause analysis

Root-cause analysis of induction-motor, DC-motor, and motor-drive failures: bearing currents, winding failures, single-phasing, voltage-imbalance damage, harmonic-induced thermal failure, VFD common-mode events. Conducted under IEEE Std 43-2013 insulation resistance, IEEE 1068 rewind specifications. Subject motor brought to Bay 4 under chain of custody.

Instruments
Doble M4100 · Megger MIT525 · Fluke 438-II
Deliverable
Sealed report + dissipation-factor trace

R-04

IEEE 519 harmonic distortion surveys

Harmonic distortion measurement and reporting at the point of common coupling under IEEE 519-2022, with IEC 61000-4-30 Class A instrumentation, 10-min and 3-s aggregation windows, individual harmonic h1–h50, TDD against published demand. Useful in utility-versus-customer disputes and in pre-installation acceptance testing of large VFDs.

Standard
IEEE 519-2022 · IEC 61000-4-30 Class A
Instruments
Hioki PQ3198 · Dranetz PowerVisa PX5
Deliverable

14–21 days post-survey
Fee band
$7,500 – $24,000
R-05

Voltage immunity & SEMI F47 disputes

Voltage-sag immunity studies under SEMI F47-0706 for semiconductor and high-tech process customers, IEEE 1159-2019 for general industrial. Differentiates utility-side sag events from in-plant load-induced disturbances; useful where a manufacturer is filing supply-quality claims against the utility and the cause is in fact internal.

Standard
SEMI F47 · IEEE 1159-2019 · ITIC curve
Instruments
Hioki PQ3198 · Dranetz · Fluke 1773
Deliverable
Sealed report + voltage-time map
Lead time
21–35 days
Fee band
$8,500 – $28,000
R-06

Grounding & bonding investigations

Investigations of grounding-electrode-system integrity, equipment-grounding-conductor sizing and continuity, neutral-to-ground bonds in separately-derived systems, objectionable current paths under IEEE 142 (Green Book) and IEEE 1100 (Emerald Book). The most common finding is a missing or back-fed neutral.

Standard
IEEE 142 · IEEE 1100 · NEC 250
Instruments
Megger DET24C · Fluke 1623-2 · AEMC 6471
Deliverable

R-07

Lightning & surge event investigations

Investigations of lightning-strike damage and switching-surge events on premises wiring and connected equipment under NFPA 780, IEEE C62.41.1-2024, and UL 1449. Cross-referenced against Vaisala NLDN stroke data.

Work this firm will not undertake

If your matter is one of the following, please retain another firm.

The firm holds no PA Labor & Industry contractor license and will not produce a construction estimate, a remediation scope, a bid package, or a permit drawing. We do not perform code-compliance inspections for occupancy; municipal third-party inspections under PA UCC are handled by listed inspection agencies. We do not accept retainers from parties on both sides of a contested matter. We do not testify in jurisdictions where we are not licensed. We do not produce an opinion letter on a scene we have not personally visited under chain of custody. We will not redact a finding to suit client preference.

A complete schedule of what the firm will file is on this page; if your matter does not fit one of R-01 through R-08, it does not fit the firm. Advance a matter
